Question about Grid Heater Bolt

One of the short bolts on the grid heater/intake horn is always wet when I pull it out for maintenance. I pulled it tonight to install the new boots and it's wet again. It's the only one like this. It's actually the bolt that the grid heater ground wire fastens to. Don't ask about smell, I can't smell much at all through my nose so I can't tell you what it smells like.

It's not slick like oil. There's no surface rust on the bolt but it looks like rusty colored water. My radiator fluid is still clean looking that I can see, just changed it at the beginning of the season.
